Executive Order — Safeguarding the Nation from the Impacts of Invasive (ALIEN) Species

(Stillness in the Storm Editor) The following Executive Order or decree from the President (dictator) of the U.S. deals with "Invasive Species." The document explicitly defines an Invasive and Non-Native Species as:

(e) ‘Invasive species’ means, with regard to a particular ecosystem, a non-native organism whose introduction causes or is likely to cause economic or environmental harm, or harm to human, animal, or plant health.
(f) ‘Non-native species’ or ‘alien species’ means, with respect to a particular ecosystem, an organism, including its seeds, eggs, spores, or other biological material capable of propagating that species, that occurs outside of its natural range.

These definitions imply that any organism can be defined as an invasive species, so long as the impact on the ecosystem or environment is "outside of its natural range." Given that meaning, arguably the most impactfully invasive species on the planet is the human being. At present, human society is the most destructive parasitic organism we know of, one that has destroyed every environment it has come in contact with. Of course, the predominant societies on Earth are westernized, and indigenous cultures that are more symbiotic are not taken into consideration in the preceding statement. 

In harmony with that interpretation, consider the following article discussing Pentagon experts who say humanity needs to leave the Earth as soon as possible.

Could this Executive Order from the 5th of December be laying down the legal framework for a mass eviction of the human population from Earth?

But there are still other interpretations. The language also implies that other more invasive species could be removed, which could be a reference to nefarious races like the Draco or Chimera group. 

Or the document could be nothing but a mere reference to generic organisms of a common terrestrial nature. 

Legal documents are carefully written so that the language in them precisely defines certain things, depending on the scope applied. Change the scope or context, and definitions of terms can be altered. Unless each term is properly determined within the context of the person or legal body writing it, one cannot assume that the terms have the same meaning as those within the common language used. Contextual definitions are superior to definitions pulled out of a textbook or dictionary. 

Legalese is an inner Temple Bar language that uses English as a base but has redefined the terms so that the uninitiated cannot understand the hidden/occulted meanings. But with a little research and critical thinking skills, one can begin to peel back the layers of obfuscation. 

To add another layer of confusion, legal documents are also written within a general context so that the things defined in them can take on multiple different meanings depending on what they need to be applied to. Thus, while an overt meaning dealing with invasive plant algae might be used in the public eye, behind closed doors the same document will be used to justify, for sake of argument, the removal of an invasive extraterrestrial race, or even human beings from a "protected environment" like the land owned by the government in various places. 

As time goes on, the actions of the government and its manifold organizations can be correlated to the scope of what is outlined in the decree to determine if something took place in concert with the legal imperative of the Executive Order.
